Where can I pay my Parking Ticket?
Parking Tickets can be paid at the Collector’s Office by cash, check or money order.  If a Parking Ticket is marked and preventing you from renewing your license/registration, these tickets can only be paid by cash or money order for them to be cleared.  Parking Tickets, both old and new, may also be paid online to our Deputy Collector at www.kelleyryan.com.  You will need the Ticket Number, Plate Number and the Year the ticket was issued.

What happens if I do not pay a parking ticket?
If a Parking Ticket remains unpaid for 21 days, a $10.00 late fee is added to the original amount of the ticket and a notice is mailed to the registered owner.  If any part of the original fine remains unpaid after 21 additional days, the Registry of Motor Vehicles is notified and a $20.00 fee is added as well as a $20.00 marked fee.

Why am I mailing my payment to Hopedale when the Parking Ticket is from Salem?
Kelley & Ryan Associates is a Deputy Collector that collects all of our Parking Tickets, Excise Tax and Boat Tax.  They do this at no charge to the City of Salem.  Their main office where payments are processed is located in Hopedale, MA.

How can I appeal a Parking Ticket?
You may appeal your Parking Ticket by completing the Hearing Request Form and mailing to City of Salem Collector's Office, 93 Washington Street Room 4, Salem, MA  01970 or by appearing in person Tuesdays between 10am and 2pm or Thursdays between 3pm and 7pm.

Please make checks payable to: City of Salem.  To ensure payment is applied correctly to your account, please write your Parcel ID on the check and enclose the bottom portion of your tax bill.  In order to receive a receipt, please enclose a self addressed stamped envelope and both portions of the bill with the payment; one copy will be stamped and returned.  

What is my payment being sent to a Woburn address?
Tax payments are being sent to Eastern Bank Lock Box where they are processed immediately and sent to the Collector’s Office electronically the following day.  

Can I make a payment at City Hall?
Yes, payments are accepted at the Collector’s Office daily during regular City Hall hours or can be put in our Payment Drop Box, located to the right of the front stairs of City Hall.

Can I pay online?
Yes, you may pay your Real Estate Bills Online through City Hall Systems

Why am I receiving a tax bill when my mortgage company pays my taxes?
As the Assessed Owner, you will always receive the bill.  If your mortgage company requires you to send them a copy, you can detach the bottom portion and send that to them.  Keep the remaining portions of the bill for should be kept with your tax records for your Federal tax return.

I recently purchased a home in Salem, why is the real estate bill in the former owner’s name?
The legal owner of record is the owner of January 1st.  Please notify the Assessor’s Office so that the bill can be mailed to you directly.  It will still show the previous owner’s name, but will be mailed C/O you.

I purchased a new condominium but I received a bill for the entire building, what should I pay?
You need to pay the percentage interest of your ownership.  This will be found on the individual unit deed you received at the closing.  If your mortgage company pays your taxes, you must notify them in writing that you only need to pay percentage interest and send them a copy of your deed.  You will not receive an individual bill for your unit for 12-18 months.

What happens if I don’t pay my Real Estate bill?
If a payment is not received by the due date, interest will begin accruing daily at a rate of 14% annum.  For any unpaid balance remaining on an account after the 4th quarter due date, a demand fee of $15.00 will be added.  If the account remains unpaid, the owners name, address and the outstanding amount will be advertised in the Salem Evening News.  An advertising fee will be added to each account.  If any account continues to remain unpaid, a tax lien is placed on the property and is recorded with the Essex County Registry of Deeds.  A tax lien insures the payment of taxes upon sale or refinance of the property.

What happens if there is an overpayment on my taxes?
If you are due a refund, please request so in writing and include a copy of both the front and back of your check.  You may fax, mail or bring the request in person.

When do I deduct my abatement?
The 3rd Quarter Real Estate Tax Bill is mailed out the beginning of January.  The amount on this bill is the amount before the abatement.  On your Abatement Certificate, take the total amount of your abatement and split it in half.  Deduct that amount from your bill and pay the remaining balance.  When the 4th Quarter Real Estate Tax Bill is mailed in April, that amount will have your abatement already deducted from it.

How often do I receive a water bill?
Residential water bills are sent out quarterly; Commercial water bills are sent out monthly
District A: January, April, July, October
District B: February, May, August, November
District C: March, June, September, December

I did not receive my water discount when I paid on time, why?
If there is a previous balance on the bill, you will not receive a discount.

I am selling my home, what do I need to do to pay for the water I have used to date?
Call the Water Department with a final read when you are leaving your address; the phone number is 978-745-9595 ext. 5674.

I just purchased a home in Salem, who do I contact to change the address on the water bill?
